Within the northern Indian Ocean events continue to be dominated by geopolitical forces and state-based and state-backed threats. Recent reporting by the National Council of Resistance of Iran (NCRI) has claimed that Iran’s QUDS Force, the IRGC extra-territorial arm has developed a new naval militia with the aim to “disrupt maritime navigation of commercial ships, to attack ports, conduct ship hijackings and plant mines” in the Arabian Sea, the Bab Al-Mandab Strait, and the Red Sea.
