The infrastructure connecting global markets lies largely out of sight. Undersea telecommunications cables carry more than 99% of international data traffic, supporting financial transactions, cloud services and cross-border communications.
Their resilience is a commercial concern as well as a national security priority, as the International Telecommunication Union explains.
New reporting on Russian activity near Svalbard brings that exposure into focus.
According to Reuters reporting published on 10 September, British, Norwegian and US forces disrupted a Russian deep-sea exercise in Arctic waters during spring 2026. Two Western officials attributed the operation to GUGI, Russia’s Main Directorate of Deep-Sea Research.
The officials described specialist submersibles rehearsing the deployment of technology intended to disable undersea cables while limiting evidence that could identify those responsible. Allied forces reportedly detected the activity, prevented the exercise from being completed and subsequently informed Moscow that it had been discovered.
No cables were reported damaged. The account describes a disrupted exercise, with the capability claims attributed to officials rather than independently demonstrated in public.
The strategic significance is nevertheless clear: preparations to interfere with seabed infrastructure warrant attention before they produce an outage. If a capability can also obscure how damage occurred, it could complicate investigation and delay an effective response.
Russia’s reported activity sits alongside concerns about Chinese developments. The US–China Economic and Security Review Commission’s 2025 annual report documents a Chinese design for a deep-sea cable-cutting device reportedly capable of operating at depths exceeding 13,000 feet. The report also examines Taiwan’s exposure to cable disruption.
Such developments deserve scrutiny. The existence of a cutting device, however, does not establish its deployment against a particular cable or prove responsibility for an individual incident. Capability, intent and attribution remain separate questions.
That distinction matters across the wider threat picture. In the Baltic Sea, concern over damage to critical undersea infrastructure prompted NATO to launch Baltic Sentry in January 2025, strengthening surveillance and the ability to respond.
Cable disruption also has causes unrelated to hostile action. Fishing, anchoring and natural hazards remain recognised vulnerabilities. Assessments therefore need to examine the evidence surrounding each event, including vessel activity, technical findings and the regional security context.
For maritime businesses, our assessment is that seabed infrastructure belongs within broader operational resilience planning. A cable incident may have implications for shore-side communications, coordination and access to digital services, depending on the networks affected and the alternatives available.
Operators and other maritime stakeholders could consider reviewing:
- Communications dependencies: Which essential shore-side services depend on connectivity in an exposed region?
- Continuity arrangements: What alternatives are available if a service becomes unreliable or unavailable?
- Regional developments: Could infrastructure incidents or a heightened security response affect planned operations?
- Reassessment triggers: What new evidence would justify revisiting an existing risk assessment?
The Svalbard reporting reinforces the value of early detection. It also highlights a continuing analytical challenge: recognising preparations for disruption while avoiding conclusions that outrun the evidence.
For decision-makers, the priority is to understand how emerging threats could affect their operations and which developments would change that assessment.
